Make sure the template is genuinely finished first

With a handful of recipients, it's easy to informally track who has responded. At scale, that tracking needs to be built into the process itself, whether through a dashboard, a status export, or automated reminders, since manual tracking breaks down quickly past a certain volume.
Setting a clear deadline and communicating it up front tends to improve response rates more than sending reminders after the fact to a list of non-responders.
